This is my fourth road trip in Japan. I am travelling with my family comprising 4 adults. Our booking are 3 twin room (no option). Pro: The rooms were extremely spacious like a suite comprising 2 twins bed, tatami area for 2 pax, sofa and coffee table, wc cubicle, wash hand basin complete with a large toiletries shelving, bathroom complete with bath tub and area for sit down bath just like in onsen. Beverage cupboard with oven. Con: Room looks old but clean.

The staff at Bali Resort Saya went above and beyond to help us do several things in Toba that we couldn’t have done ourselves. Perhaps the most helpful staff of any hotel I’ve stayed in. They also have free snacks and drinks (including alcohol) every day. The rooms and entire hotel has a Balinese theme with carvings and gamelan music in the background- very serene. The views from the rooms are a sweeping panorama overlooking Toba Harbor. The sunsets and early morning were especially spectacular. Toba is pretty far off the beaten path for English-speaking tourists, so you’ll need Google translate to get around, but the vibe of the town is very laid back. Reminds me of a Japanese Bar Harbor, Maine. Amazing seafood too!

I really like this place. The female owner has an inquisitive mind, a warm personality, and a kind heart. Her English is good enough to communicate and ask for help. The sauna and the private onsen in the room are top-notch. I did not check the public onsen with natural hot spring, but heard it's amazing too. I booked the 5th floor with an ocean view, and the private onsen experience during starry night and the set rise were indeed amazing! The hotel itself is located in a remote little cute fish town called osatsucho, where you can find fishmen and women harvesting and selling the Ise lobsters in the morning by the port. It was a very unique and interesting experience to stay in that little town for two days during the winter when it was not crowded at all. The nearest convenience store is 10 + miles away. It was a very natural, grounding, even retreat-like experience to me, and it was drastically different from my experience in Tokyo, Nayoga, or Osaka. I did spot a few demolished houses with broken windows in the town, not sure if it's because of COVID or during the winter when there were fewer tourists. The big plus is the Shinmei shrine next door to the hotel, which is a very calming and spiritual place to visit and stay for a bit too.

We stayed here after visiting Ise Jingu. Really enjoyed the open air onsen, and the spacious tatami room. Toba is a VERY small town and very quiet with not much to do. Ate some great seafood at a local restaurant. Only stayed in Toba one night before taking the ferry and driving back to Tokyo.

Toba itself is nothing much - which makes it a great place...
Toba itself is nothing much - which makes it a great place to relax - but the view from our hotel over the bay was wonderful. We've stayed twice in hotels with a sea view and it's very relaxing.
If you like aquariums, the one in Toba is supposed to be very good, but we didn't go. However, we've been twice to Mikimoto Pearl Island, which well worth visiting if you are interested in the history of cultured pearls. There's a demonstration of pearl diving and an interesting museum.
The Ise Grand Shrine is not far by train and worth visiting once.
Toba is great for seafood and especially Ise Ebi (Japanese spiny lobster) which is served in many different ways.

The time I spent in Toba was too short to cover every recommended place. However, if you have or rent a car, I would like to recommend you to go to Toba Observatory (鳥羽展望台), which takes only 20 mins by driving from the central Toba. This observatory allows you to see the breathtaking panoramic view of the oceanic coast of Ise-Shima National Park, and probably a view of the famous Mt. Fuji in distance (if the weather allows). Along the way to this observatory, you will pass the Onoura bay (生浦湾), where the largest oyster industry is located. You can taste the freshest oysters at any restaurant along the pearl road (there are even the tabehoudai, 食べ放題, or buffet courses offered in some restaurant).

To reach Toba, we traveled by Shimakazi (luxuary) train...
To reach Toba, we traveled by Shimakazi (luxuary) train from Osaka. This is the area to see Mikimoto Pearl Island, the Mikimoto museum (which is very interesting) and especially the Ama divers ( the women that free-dive for shell fish and pearls).
The hotel had a scheduled pick-up shuttle from the train station and the shuttle took us back into town. It runs on a fixed schedule. We missed the last one, but with a call, they came to get us. There is boat cruise which takes you around the area. There is a stop light very near the boat dock and If you walk straight across the road you'll be on a small street that has both a local style and an Italian restaurant. We went (very) local style but had a Japanese friend to translate. Of course, pointing to the menu pictures always works and the tempura was delicious. The Italian restaurant looked quaint and inviting.
Thank you to Kiku-san, her mother and all the staff at Kaigetsu for a very memorable stay. The customer service was top notch. All the meals were delicious and beautifully presented. We especially liked the dining rooms and its ambiance. Our kaiseki dinner was the best that we’ve had in Japan and I will definitely recommend it. Kiku-san even shared special home made umeshu with freshly picked cherry blossoms on top, to celebrate my husband’s birthday. Thank you for going the extra mile.
I actually didn't end up staying at Kaigetsu because of the water supply issue at the property. Kiku-san contacted me a few days before notifying me the problem and offered to rebook me at another nearby hotel or a refund. I took up the offer to have the stay at another hotel. I met her at her hotel and she walked me to the alternative property, and made sure that I was checked in and everything was OK before leaving. This was much appreciated.
To start off, if you arrive at Toba Train Station between 1430-1800, they provide free shuttle service to the hotel, which otherwise would be a 20 minute walk. Look for their name beside their car. The staff were friendly to a fault and even if they can't keep up with English, they'd do anything to help you. The place is old, that's what you get for looking for an onsen ryokan but it's well maintained and the cuisine offered was faultless.
Very friendly and helpful stuff, the room was exceptional with a beautiful view and one of the best private bathrooms I have ever stayed- truly relaxing. Close beautiful beach and a fishermen village. The hosts were friendly and picked us up from Toba station with a shuttle service but I can recommend a car to explore the beautiful surroundings and sea food restaurants. We will try to come again.

The location is up a very steep hill from the train station, without an obvious footpath, but there is a regular hotel shuttle bus.
The onsen in the adjoining hotel was beautiful. The crushed pearls in the water were a lovely surprise.

The view from the room overlooking the ocean and islands was incredible! The modern suite room was spacious and the beds and couches were very comfortable. We also enjoyed the restaurant spaces and hot spring at adjacent hotel, Shioji-tei.
Beautiful views and kind staff. We only stayed for one night with dinner and breakfast included. I wish we could have stayed longer. Kamenoi Hotel will be my at the top of my list next time we visit Ise and Toba.
Seaview room and spacious. The onsen is good, two bath and water is hot. The buffet is excellent, lots of choices, both western and Japanese. Free entertainment. Hotel staff is very polite and helpful
Interesting atmosphere of an old Japanese house. It had spooky atmosphere, I was expecting some ghosts to come in the middle of the night to look if I have some sushi inside my bag. Or soul.
Hotel is located on a hill which has a nice view of the harbor. Shuttle bus is very convenient, you can also walk down the hill.
